The plan would reinstate the tax in question called the occupational tax but expand it to include professionals who were previously exempted and allow voters to decide by referendum in 2012 whether to continue the tax or phase it out over five years. A companion bill would require the county commission to hire a manager and a comptroller. “I’m ready for the nightmare to end” said State Senator Steve French a Birmingham Republican who backed the compromise. But State Representative Patricia Todd a Birmingham Democrat who also voted yes said “This is long from over. Todd warned that the county which includes Birmingham still had a problem in its huge sewer debt which is more or less separate from the current crisis but could yet put the county into bankruptcy.
British union calls for national postal strike

Royal Mail condemned the plans for a national strike saying it “beggars belief” that the Communication Workers Union (CWU) would consider action as the company battles falling business. The CWU said workers in areas such as London Birmingham East Anglia and Edinburgh would stage 24-hour strikes between Friday and Sunday as part of ongoing protests at cuts and the management’s modernization plans. It said for the first time since 2007 the action would involve Royal Mail drivers meaning cross-county services would be severely disrupted. The union also said it would hold a national strike ballot in September. “Postal workers are sick and tired of an incompetent management running their business into the ground” said Dave Ward CWU deputy general secretary. “Workers are busier than ever and being treated badly.

The England under-20 forward has started just one Premier League match for Chelsea. Wigan is the sixth club he has joined on loan to get first-team experience. With Nicolas Anelka Didier Drogba and Salomon Kalou preferred at Chelsea he played for Birmingham in the League Championship last season but failed to score in 14 appearances. Already budget cuts in other Jefferson County government offices have forced residents to stand in long lines for even routine services like vehicle tag renewals. “You got people 60 70 and 80 (years old) and they have to stand up for four and five hours. And they ought to be able to accommodate some other way than having them stand up” said Birmingham resident Timothy Stanfield. But county commissioners say the cuts are widespread and everyone’s taking a hit. County Commissioner Jim Carnes suggested the budget hawks are trying to balance all services. “It’s no good if we’ve got law enforcement and we don’t have a coroner to say this person was murdered and a DA to go try them. We have to have all the services in place” he said.
